Reboot your office phone network
Contact someone who has access to your office's phone network and have them reboot the network. This may be more likely to solve transient issues that are affecting everyone instead of just one or a few users.
Check for carrier outages
Verify with the user which mobile carrier they are using, then check to see if that carrier is currently experiencing service disruptions or outages.
